Assuming Mobile Ubiquity

I noticed one of these signs today when walking down the street. As far as I could see there were no traditional Pay & Display machines, the only way to pay for parking was through a phone. It’s incredible to think that this common place piece of street infrastructure is no longer required, that we all carry a payment and communications platform in our hands.

I wonder what else can be replaced with mobile phones? Will building access cards be replaced? Vending machine payment & selection UI? What happens to those without access to a phone?
